In reference to the other computer with the ransomware, I would try Recuva first, it is the best freeware file recovery that I have ever used.

Actually there is now an error prompt on startup on the desktop "cli.exe - Application error"

This started happening after I installed the ATI graphics driver but without that driver the dvd won;t show as clear

Yeah, that's the ATI graphics driver.
It's part of the ATI Catalyst Control Center.
Do you have .net framework installed?

Have you tried to uninstall just the Control center and leave the updated video driver.

After installing net framework 4, I am getting a new error prompt "cli.exe- Net framework initialization error- Unable to find a version of the runtime to run the application"
